Question : Financial Assistance for Promoting Bio-Gas Production

(a) whether financial assistance is provided by the Government for promoting bio-gas based production;
(b) if so, the number of industries receiving assistance thereunder, State-wise;
(c) the number of applications received for the said purpose during the last three years and the current year; and
(d) the number of applications that have been given approval?

(a) The Ministry of New and Renewable Energy is implementing following schemes for promoting bio-gas based energy production in the country:
i. Programme on Energy from Urban, Industrial, Agricultural Wastes/ Residues and Municipal Solid Waste (Waste to Energy Scheme w.e.f. 30.07.2018, revised on 28.02.2020): Central Financial Assistance (CFA) provided under this programme for setting up biogas based energy generation projects is as follows:

a. Biogas generation : Rs 1.0 crore per 12000cum/day (Maximum Rs 10 Cr/project);
b. BioCNG generation (including setting of Biogas plant) : Rs 4.0 Crore per 4800Kg/day (Maximum Rs 10 Cr/project);
c. Power generation based on Biogas (including setting of Biogas plant): Rs 1.5 Cr to Rs 3.0 Crore per MW(Maximum Rs 10 Cr/project);

ii. New National Biogas and Organic Manure Programme (NNBOMP): Under this scheme MNRE provides CFA for setting up of small cattle dung based biogas plants for individual households varying from Rs 7500/- per plant of size 1 cubic metre to Rs 35,000/- per plant of size 25 cubic metre. An additional subsidy of Rs 1600/- per biogas plant is provided for cattle dung based biogas plants linked with the beneficiary’s sanitary toilet.

iii. Biogas Power Generation and Thermal energy application Programme (off-grid) (BPGTP): The CFA under the programme provided for setting up biogas based energy generation projects in the range of Rs.25,000 /- per kW to Rs.40,000 per kW for power generation and Rs.12,500 /- per kW to Rs.20,000 /- per kWe for thermal applications respectively.
(b) State-wise CFA released to developers for setting up projects for Biogas based energy generation under Waste to Energy Schemes as notified from time to time and BPGTP Scheme during the last three years and current year, upto 19.03.2021, is given in Annexure.

(c) to (d) Under Waste to Energy Scheme, as notified from time to time, 53 applications for setting up projects for Biogas based energy generation have been received and out of these, 20 applications were approved for sanction of CFA during the last three years and current year upto 28.02.2021.

Under BPGTP Scheme, 85 have been received for setting up projects for Biogas based energy generation and out of these, 57 applications have been approved for sanction of CFA during the last three years and current year, upto 19.03.2021.
