Question : SAFETY OF CHILDREN IN SCHOOLS



(a) whether incidents of rape of minor girls in schools have registered an increase during the last three years;

(b) if so, the details of measures to be put in place/already incorporated by the Government to ensure complete safety and security to all children particularly girl children in schools in the wake of the recent Bengaluru incident; and

(c) the punitive action proposed to be taken against those found guilty?

(a) to (c) Incidents of molestation and sexual abuse of minor girls in schools have come to the notice of the Ministry through media reports from time to time. When an incident is reported, the Government of India immediately brings it to the attention of the State Government concerned, as management of school education including safety & security of children therein, is in the domain of the State Governments. The Central Government has issued guidelines under section 35(1) of Right of Children to Free and Compulsory Education (RTE) Act, 2009 clearly laying down the role of School Management/Administration regarding the safety and security of children in schools.
