Question : IMPLEMENTATION OF AIBP IN MAHARASHTRA

(a) whether any proposals have been received from Maharashtra to include major irrigation projects under the Accelerated Irrigation Benefit Programme (AIBP);

(b) if so, the details including the current status of the proposals sent by Maharashtra Government including Naidhamna Barrage, Tembhu LIS and Urmodai projects;

(c) the details regarding execution plan of each of these projects;

(d) the reasons for non-inclusion of any of these projects in AIBP so far and the measures taken by the Central Water Commission to expedite the scrutiny/appraisal of these projects to ensure timely release of Central assistance to these irrigation projects; and

(e) whether the funds allocated under AIBP have been fully utilised during the last five years and the current year and if so, the details thereof and if not, the reasons therefor during the said period, year and State-wise?

(a), (b) & (d) During 2012-13, 4 number of major/medium irrigation project proposals including Nerdhamna Barrage, Tembhu LIS and Urmodi Project were received from Government of Maharashtra for inclusion in the scheme of Accelerated Irrigation Benefits Programme (AIBP). The proposals were processed by Central Water Commission (CWC) and Ministry of Water Resources (MoWR), however, funds were not released as these are new proposals and the approval of Union Cabinet for continuation of AIBP scheme during the XII Five Year Plan is to be taken.

(c) As per the AIBP Guidelines in practice, the major/medium projects are to be completed in a time span of four years and surface minor irrigation projects in two years after inclusion in the scheme of AIBP. For inclusion in AIBP, the project should be in advanced stage of construction.

(e) During XI Plan (2007-08 to 2011-12), Rs.39850 crore were allocated for AIBP and Rs.9969.50 crore has been allocated under AIBP during the year 2012-13. The state wise CA released for Major/ Medium (MMI)/Minor projects during the above years and during 2012-13 is given at Annexure-I, and expenditure details of MMI projects is at Annexure-II. The state wise CA released for Surface Minor Irrigation schemes during the above years and during 2012-13 and expenditure details is given at Annexure III.
