Question : Cultivation and Conservation of Medicinal Plants

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) the details of medicinal plants available in the country and the different schemes being implemented for the cultivation, processing, promotion and conservation of medicinal plants under AYUSH Ministry;

(b) the action taken to ensure the availability of high quality AYUSH drugs to the public;

(c) the details of financial assistance provided to various States/UTs including Maharashtra during 2014-15 to 2019-20 for conservation and cultivation of medicinal plants and infrastructure development under AYUSH Ministry; and

(d) the achievements made so far in the promotion and propagation of AYUSH system and medicines outside the country?

(a): As per information of the Botanical Survey of India (BSI), an organization under Ministry of Environment, Forests & Climate Change, Government of India, estimated more than 8,000 species of medicinal plants are found in India.
The National Medicinal Plants Board (NMPB), Ministry of AYUSH is presently implementing following schemes to encourage farming / cultivation, conservation, processing and promotion of medicinal plants throughout the country:
1. Centrally Sponsored Scheme of National AYUSH Mission (NAM). Under ‘Medicinal Plants’ component of the NAM scheme the large scale farming / cultivation of medicinal plants is being supported. As per the scheme guidelines, the support is provided for:

(i) Cultivation of prioritized medicinal plants on farmer’s land.
(ii) Establishment of nurseries for supply of quality planting material.
(iii) Post-harvest management.
(iv) Primary processing, marketing infrastructure etc.
For cultivation, the support is provided as subsidy to farmers @ 30%, 50% and 75% based on cost of cultivation.
2. Central Sector Scheme on “Conservation, Development and Sustainable Management of Medicinal Plants”. Under the scheme, the project based support is provided for following activities:
(i) In-situ conservation through development of Medicinal Plants Conservation and Development Areas (MPCDAs).
(ii) In-situ/Ex-situ resource augmentation.
(iii) Ex-situ conservation through establishment of herbal gardens.
(iv) Livelihood linkages with Joint Forest Management Committees (JFMCs) / Panchayats / Van Panchayats / Biodiversity Management Committees (BMCs) / Self Help Groups (SHGs).
(v) IEC activities like Training / workshops / Seminars/ Conferences etc.
(vi) Research & Development.
(vii) Promotion of marketing and trade of medicinal plants produce.

(b): The Ministry of AYUSH, Government of India launched a centrally sponsored scheme of National AYUSH Mission (NAM) in September, 2014 as a flagship program for the development of AYUSH sector including Quality Control of Ayurveda, Siddha, Unani & Homeopathy (ASU&H) Drugs.
Under the component of Quality Control of Ayurveda, Siddha, Unani & Homoeopathy Drugs, grant in aid is provided to the States for the strengthening of Pharmacies, Drug Testing Laboratories as well as for improvement of the Drug Control Framework.

(c): The details of financial assistance provided to various States/UTs including Maharashtra during 2014-15 to 2019-20 for conservation and cultivation of medicinal plants and infrastructure development under AYUSH Ministry are at Annexure I to V.

(d): Ministry of AYUSH has signed 22 Country to Country MoUs for Cooperation in field of Traditional Medicine and Homeopathy. 21 MoUs for undertaking Collaborative Research/ Academic collaboration and 13 MoUs for setting up AYUSH Academic Chairs have been signed with foreign Universities. 32 AYUSH information Cell have been set up in 29 countries to disseminate authentic information about AYUSH systems of Medicine.
