Question : REVIVAL OF MSME



(a) whether the Government has any record of Micro, Small and Medium Enterprises seeking central aids for their revival in the country, State-wise including Odisha;

(b) if so, the details thereof;

(c) whether Reserve Bank of India (RBI) has any scheme/plan for setting up a rehabilitation fund for reviving such sick units; and

(d) if so, the details thereof?

(a) & (b): The data on sickness in Micro, Small and Medium Enterprises (MSME) sector is compiled by the Reserve Bank of India (RBI). There were 85,591 sick micro and Small Enterprises (MSEs) in the country at the end of March, 2012, out of which 5,899 sick MSEs were in the State of Odisha. State-wise data on sick MSEs as at the end of March, 2012 are annexed.

(c) & (d): Financial assistance, by way of debt restructuring, including fresh loans for rehabilitation of sick MSE is provided by primary lending institutions (PLIs), including commercial banks, which provide credit to the MSEs. The RBI has issued following guidelines/ instructions to banks in this respect:

i) Prudential guidelines on restructuring of advances (August, 2008).

ii) Restructuring/rehabilitation policy with non-discretionary one-time settlement (OTS) scheme for MSE sector (May 2009); and

iii) Guidelines for Rehabilitation of Sick MSEs (November, 2012).
