Question : SHORTAGE OF OFFICIALS



(a) whether the Government has any policy of posting officials belonging to the IAS, IPS and officials belonging to other services on deputation;

(b) if so, the details thereof;

(c) whether there are reports that due to a number of such officials being posted on deputation, shortage of officials in the parent office of such officials has been felt;

(d) if so, the details thereof and the reaction of the Government thereto; and

(e) the corrective measures taken by the Government in this regard?

(a) & (b): There is a policy of posting officers belonging to the IAS, IPS and other services on deputation as laid down by Central Government through its various guidelines viz Consolidated Deputation Guidelines, 2007-08, Inter cadre Deputation Guidelines, 2004 and Central Staffing Scheme, 1996, as amended from time to time. The All India Service (AIS) officers can go on deputation against posts earmarked under Central Deputation Reserve (CDR) and State Deputation Reserve (SDR) out of the Total Authorized Strength.

(c) to (e): As far as shortage of IAS & IPS is concerned, the same is mainly because of increase in Total Authorized Strength (TAS) of IAS officers due to periodic cadre review and comparatively lower annual intake between 1998 and 2006 in Regular Recruitment (RR) quota through competitive examination. Moreover there has been delay in the induction of State Service Officers to the IAS and the IPS.

In order to address the issue of shortage of IAS & IPS in Regular Recruitment quota, the Government has increased annual intake from 55 in Civil Services Examination (CSE) 1998 to 180 in CSE 2013 in respect of IAS & from 103 in CSE 2005 to 150 in CSE 2009 in respect of IPS.

Information relating to shortage of officials belonging to other services is not maintained centrally.
