ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND
FAMILY WELFARE
(SHRI ASHWINI KUMAR CHOUBEY)
(a): 1300 Faculty posts were advertised in 2015-16 and 2016-17. Presently, selection process has been completed against all 1300 vacancies and in all 501 candidates have been empanelled. Out of these 337 candidates have joined.
A total number of 305 posts of various Faculty disciplines have been created for each of six functional AIIMS namely AIIMS at Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur and Rishikesh. Recruitment to various positions is done on need basis keeping in view the additional services and facilities planned to be added in the hospitals. Vacant faculty posts are being advertised regularly by the Institutes depending on their requirement. However, as high standards have to be maintained in selection, keeping in view the stature of these Institutes of National Importance, all the advertised positions could not be filled up. Institute wise details of vacant posts of Faculties against the sanctioned posts are given in Annexure.
(b): Competent Authority has approved the engagement of retired Faculty at the level of Professor, Additional Professor and Associate Professor, on contract basis, in new AIIMS, up to the age of 70 years, from Institutes of National Importance (INIs) and Government Medical Colleges (GMCs). The retired Faculty to be taken on contract would be termed as Professor (Consultant), Additional Professor(Consultant) and Associate Professor(Consultant). The contractual engagement of retired Faculty would be against vacant regular posts in new AIIMS, and there would be continued attempts for direct recruitment of Faculty by open advertisements.
(c): To facilitate expeditious filling up of vacancies, separate Standing Selection Committee (SSCs) have been constituted for each of the aforesaid six AIIMS.
The upper age limit for direct recruitment against the posts of Professor and Additional Professor in the six AIIMS has been raised from the present 50 years to 58 years. This will make available experienced willing faculty of various Government Medical Colleges where the retirement age is 58/60 years.
Contractual appointment of Faculty has also been permitted as detailed in the reply to question at (b) above.
Filling up of vacant Faculty posts from Institute of National Importance (INI) and Government Medical Colleges (GMCs) in various disciplines is permitted to be filled by deputation in six new AIIMS in case direct recruitment fails, initially for a period of five years, extendable for another two years and regulated as per extant guidelines of the Government.
