(a) to (c) The Department of Empowerment of Persons with Disabilities (DEPwD) implements a "National Action Plan (NAP) for Skill Development of Persons with Disabilities (PwDs)" which was launched in March, 2015. NAP is implemented under the umbrella scheme – “Scheme for Implementation of Rights of Persons with Disabilities Act (SIPDA)” as per Common Norms guidelines of M/o Skill Development and Entrepreneurship (MSDE). It is a Central Sector Scheme implemented across the country under which training programme is conducted via a network of training partners (ETPs) empanelled from Government and Non-Government Organizations (NGOs) as well as organizations of the Department such as National Handicapped Finance and Development Corporation(NHFDC), National Institutes (NIs) and Composite Regional Centres (CRCs). Release of fund in respect of Skill Training of PwDs under the scheme began from the year 2016-17 as the initial year was dedicated towards empanelment of Training Partners. The details of funds released by the Department for skill training of PwDs during last three years are as under:

In addition, other Ministries/Departments also provide skill training to PwDs under their skill training programmes. There is mandatory provision of 5% for PwDs under DDUGKY scheme of Ministry of Rural Development.
The Ministry of Housing and Urban Affairs is implementing a centrally sponsored scheme namely “Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM)" to reduce poverty and vulnerability of urban poor households on a sustainable basis. Mission aims to enable urban poor to access gainful self-employment and skilled wage employment opportunities through skill training in market oriented courses under the Employment through Skill Training & Placement (EST&P) component. Under this component, provision of 3% reservation has been made for the differently-abled person.
