Question : Violation of UGC Norms

(a) whether the Government has cancelled the affiliation of many universities for violation of University Grants Commission (UGC) norms;
(b) if so, the details thereof; State-wise;
(c) whether the students of such universities are suffering due to such violation of university norms; and
(d) if so, the steps taken/being taken by the Government in this regard?

(a) to (d): The Central Government has not cancelled the affiliation of any Universities for violation of UGC norms. However, two Private Universities, which were established by the Acts of respective State Legislatures, have been recommended by the respective State Government for dissolution. The present status of both Private Universities is as follows:
I. The State Government of Meghalaya vide its Order dated 31/03/2014 has decided to dissolve CMJ University (Private University), Shillong, Meghalaya. Against this, CMJ University moved the Hon’ble High Court of Meghalaya and the Hon’ble High Court vide its Order dated 16/07/2015 quashed and set aside the dissolving Order dated 31/03/2014. Further, the State Government of Meghalaya has decided to file an appeal against the Order of Hon’ble High Court. The matter is currently sub-judice.
II. The State Government of Sikkim vide Notification dated 30/03/2015 has recommended for dissolution of the EIILM University (Private University), Sikkim. The said Notification has been challenged by the EIILM University in Writ Petition (Civil) No. 33 of 2015 in Hon’ble High Court of Sikkim. The Hon’ble High Court directed the State Government of Sikkim not to take any further steps in pursuance of the State Government’s Notification. The matter is at present sub-judice.
The UGC on its website posted a public notice dated 05/08/2015 cautioning the students and their parents/guardian not to take admission in the University.
