Question : Consumption of Oil and Gas

(a) the details of survey conducted in North Eastern Region (NER) and total assessment made by the Government for oil and gas potential from these regions;
(b) whether the Government proposes to speed up the exploration process of oil and natural gas in the NER;
(c) if so, the details thereof and funds spent by the public/private sector companies on these exploration activities along with status of production from oil and gas blocks, oil fields/company/NER/-wise;
(d) whether the oil and gas production has come down during the last three years in NER and refineries in the region have disappointed from imported crude oil and if so, the details thereof along with total requirements/ consumption of oil and gas is fulfilled by the NER; and
(e) whether the Government proposes to consider a special policy dispensation to promote oil and gas investments in the NER and if so, the details thereof?

(a) Till date Oil and Natural Gas Corporation Limited (ONGC)/ Oil India Limited (OIL)/ Private/Joint Venture has conducted 70843 Line Kilometer (LKM) of 2D seismic survey and 14833 Square Kilometer (SKM) of 3D seismic survey. The total conventional prognosticated hydrocarbon resources in the Northeast India is estimated to be of the order of 5040 million
metric tonne (MMT), out of which 2224 MMT has been established so far ( as on 31.03.2015) as a result of exploration activities by PSUs, Private & JV Companies working under nomination and PSC regime.
(b) & (c): Government has formulated a plan to conduct 2D seismic survey in all sedimentary basins of India including northeast region where no/scanty data is available. In 2014-15, crude oil and Natural Gas production from North Eastern Region (NER) was about 4.542 Million Metric Tonne (MMT) and 4131 Million Metric Cubic Metre (MMSCM) respectively. During last five years (2010-15), ONGC and OIL have made an expenditure of Rs. 5120 Crore and 6117 Crore on exploration in NER respectively. In addition, Pvt JV companies have made an investment of US $464.02 million.
(d) During the last three years i.e 2012-13 to 2014-15, oil production in Northeast Region has decreased however gas production has increased. Crude oil produced in the region is inadequate to saturate the installed capacity of four NE refineries which has combined capacity of 7.0 MMTPA. Imported crude oil is currently being brought to the region to partially enhance the pool of crude oil available for NE refineries and processed at Bongaigaon Refinery of IOCL.
(e) To encourage Exploration & Production activities and to promote oil and gas investment in NER the Government has initiated formulation of Hydrocarbon Vision Document 2030 for NER.
