(a) & (b) Yes Sir. The Water Resources development projects
which have received World Bank assistance during the last
two years are given in Annexure.
(c) & (d) Water Resources Projects are planned, funded
and executed by the State Governments from their plan funds.
In respect of externally aided projects, initially the
expenditure is incurred by the State Government from their
plan funds which is subsequently reimbursed by the World
Bank. Funds are not earmarked project-wise by the Union
Government. The targets for progress of various components
of the projects are finalized by World Bank Review Missions
from time to time in consultation with the State
Governments. The State Governments are impressed upon to
fully utilize the external assistance within the stipulated
project period. The achievement under Orissa Water Resources
Consolidation Project has been slow due to the super cyclone
of October, 1999. The Tamil Nadu component of the project
was curtailed at the restructuring stage in September, 1998
as the same could not make substantial progress.
