(a) The chemical sector is de-licensed and de-regulated except for the hazardous
chemicals. However, Ministry of Environment, Forest and Climate Change has notified
the Manufacture, Storage and Import of Hazardous Chemicals (MSIHC) Rules, 1989
and Chemical Accident (Emergency Planning, Preparedness and Response) Rules,
1996 for ensuring chemical safety at various industrial units involved in handling and
manufacturing of hazardous chemicals. Further, Chief Inspector of Factories of States
compiles information on Major Accident Hazard (MAH) units (defined under MSIHC
Rules, 1989). The state wise information of MAH Units till May-2021 is given at
Annexure-I.
Also, there are 1189 chemical industries (17 categories of highly polluting industries)
in the country as per the data available with Central Pollution Control Board which
includes Pesticide (82), Oil & Refinery (23), Dye (124), Fertilizer (117),
Pharmaceuticals (774), Chlor-Alkali (33) and Petrochemical (36). Whereas, in Madhya
Pradesh, total number chemical industries is 25 which includes Oil & Refinery (1), Dye
(1), Fertilizer (8), Pharmaceuticals (12), Chlor-Alkali (2) and Petrochemical (1). The
state wise list of highly polluting chemical industries is given as Annexure-II.
(b) to (d) This Department is promoting Plastic Parks which aims to develop an
ecosystem with state-of-the-art infrastructure and enabling common facilities through
cluster development approach, to consolidate and synergize the capacities of the
domestic downstream Plastic Processing Industry. The larger objective of the scheme
is to contribute to the economy by increasing investment, production, export in the
sector and also generation of employment. Under the scheme, the Government of
India provides grant funding up to 50% of the project cost, subject to a ceiling of Rs.
40 crore per project.
