Question : Integrated Security System

(a) the number of sensitive railway stations in the country, as on date;

(b) whether the Governments has received complaints for inadequate security to the passengers on such stations during each of the last three years and the current year and if so, the details thereof along with the action taken on such complaints;

(c) whether the Government has installed the upgraded Integrated Security System (ISS) on such stations to provide adequate security to the passengers and if so, the details thereof; and

(d) the other corrective steps taken by the Government in this direction?

STATEMENT REFERRED IN REPLY TO PARTS (a) TO (d) OF UNSTARRED QUESTION NO. 852 BY SHRI RAHUL RAMESH SHEWALE AND SHRI BHARTRUHARI MAHTAB TO BE ANSWERED IN LOK SABHA ON 26.06.2019 REGARDING INTEGRATED SECURITY SYSTEM

(a): 202 Railway stations have been identified as sensitive on date. Sensitive stations are identified based on several factors like threat perception, strategic importance, crowd throughput among others.
(b): 43, 37, 32 and 14 complaints for inadequate security have been received on such stations in year 2016, 2017, 2018 and 2019 (till May) respectively. Prompt action was taken on all these complaints on their receipt in coordination with Government Railway Police (GRP).
(c)&(d): Policing of Railways being a State subject, prevention of crime, registration of cases, their investigation and maintenance of law & order in Railway premises as well as on running trains and security of railway tracks, tunnels & bridges are the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP). RPF supplements the efforts of GRP to provide better protection and security of passenger are and passengers and for matters connected therewith.
State Level Security Committee for Railways (SLSCR) have been constituted for all State/Union Territories (UTs) under the Chairmanship of respective Director General of Police/ Commissioner of States/UTs for regular monitoring and review of security arrangement over Railways. Regular analysis of crime and modus operandi adopted by criminals is done to identify crime prone trains, stations & sections and detection of crime against passengers in such trains/stations & sections in coordination with Government Railway Police (GRP).

Security has been identified as one of the priority areas by Railways for strengthening and upgradation. Security measures are initiated to strengthen overall security of railway stations including access control at important railway stations, guarding of platforms, surveillance through CCTV cameras, operationalisation and upgradation of Security Help Line number 182 etc., escorting of trains in vulnerable sections, deployment of women security personnel in ladies coaches, drive against unauthorized person in Railway station and trains among others.
Further, with a view to strengthen surveillance mechanism at sensitive railway stations, installation of an Integrated Security System (ISS) has been approved for 202 identified stations comprising of Close Circuit Television (CCTV) surveillance system, access control, personal and baggage screening system and bomb detection system. CCTV cameras have already been provided at over 128 identified railway stations under ISS. In addition, 132 baggage scanners, 4780 hand held metal detectors, 35 under vehicle scanning system (UVSS) and 86 bomb detection items have also been provided under ISS.
