Question : Cold Storages

(a) whether it is a fact that a big portion of fruits and vegetables gets wasted due to shortage of cold storage/storages in various States of the country, if so, the details of the loss suffered during the last three years and the current year, State-wise;

(b) the details of the present number of cold storages along with the storage capacity and the extent of utilization thereof in the country, State/UT-wise;

(c) the details of the schemes being implemented by the Government for promoting entrepreneurs for setting up cold storages in various States of the country including Haryana during the twelfth five year plan period;

(d) whether with a view to preventing the farmers from selling their produce at lower prices in Haryana and creating storage capacity in the rural areas the Union Government proposes to introduce rural storage scheme in various States of the country including Haryana; and

(e) if so, the details thereof, State/UT wise?

(a): Ministry of Food Processing Industries commissioned a study in 2012 on “Assessment of Quantitative Harvest and post-harvest Losses of Major Crops/Commodities in India” which was conducted by Central Institute of Post Harvest Engineering & Technology (CIPHET), Indian Council of Agricultural Research (ICAR). The report of the study was published in 2015.

As per this report, post-harvest losses including losses during storage were in the range of 4.65% to 5.99% (cereals), 6.36% to 8.41% (pulses), 3.08% to 9.96% (oil seeds), 6.70% to 15.88% (fruits) and 4.58% to 12.44% (vegetables).

(b): As per the information available there are 7091 cold storages with capacity of 32.72 million MT. The State wise details are at Annexed.

As per survey report commissioned by NHB and conducted by Hansa Research Group (December, 2014), capacity utilization of the cold storage in the country was 75%.

(c) to (e): Government of India is implementing following programmes during twelfth five year plan for setting up of cold storages to reduce losses in the country including Haryana.

(i) Mission for Integrated Development of Horticulture (MIDH) is being implemented during 12th Five Year Plan, in all States/UTs, including Haryana. MIDH provides credit linked back ended subsidy at 35% of the project cost in general areas and at 50% in hilly and scheduled areas for post-harvest infrastructure including cold storages.

(ii) Ministry of Food Processing Industries (MoFPI) provides assistance for setting up of integrated clod chain and preservation infrastructure under the Central Sector scheme of Cold-chain development where in financial assistance @ 50% of total cost in general areas and @ 75% for North Eastern & difficult areas is available.

(iii) Department of Economic Affairs (DEA) implements Public Private Partnership – Viability Gap Funding (PPP-VGF) Scheme which is also available to private enterprises for developing the cold-chain infrastructure.
