(a) whether the Government is promoting clean fuels for vehicles in order to cut down the level of pollution and carbon emission in the country;
(b) if so, the details thereof and the clean fuel norms approved by the Government;
(c) whether the Government has issued any guidelines/norms regarding the clean fuel resources available in the country; and
(d) if so, the details thereof?

(a) & (b): Yes Madam, Government has adopted following strategy for promotion of clean fuels in the country.
Government of India approved the National Mission on Electric Mobility in 2011 and subsequently National Electric Mobility Mission Plan 2020 was unveiled by the then Hon’ble Prime Minister. As part of the mission, DHI has notified a scheme namely FAME – India (Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles in India) for implementation with effect from 1st April 2015. This scheme is proposed to be implemented over a period of 6 years, till 2020, wherein it is intended to support the hybrid/electric vehicles market development and its manufacturing eco-system to achieve self-sustenance at the end of the stipulated period. This scheme is aimed at incentivizing all vehicle segments i.e. 2-Wheelers, 3-Wheeler Auto, Passenger 4-Wheeler Vehicles, Light Commercial Vehicles and Buses.
This scheme aims for a cumulative fuel saving of about 9500 million litres equivalent resulting in reduction of pollution and greenhouse gas emission of 2 million tonnes with targeted market penetration of 6-7 million vehicles per year by 2020. This mission will be one of the biggest contributors in reducing pollution from road transport sector in near future.
(c)&(d): Ministry of Road Transport and Highways, has notified emission standards for flexi fuel ethanol and ethanol vehicles vide GSR 412(E) dated 19th May 2015 paving the way for introduction of these clean fuel compliant vehicles.
The MoP&NG has also mandated 5% ethanol gasoline fuel blend across the country and has further permitted use of up to 10% ethanol gasoline blend. BS-IV fuel is also being introduced in a phased manner with full coverage all over India by 2017.
