Question : SHORTAGE OF HOUSES



(a) whether the Government has made any assessment of the requirement/shortage and actual availability of residential units in the country;

(b) if so, the State-wise details thereof;

(c) the details of the housing schemes being implemented in the country;

(d) the amount of funds allocated and released there under during each of the last three years and the current year, scheme wise and State-wise;

(e) whether the housing schemes being implemented by the Government have been unsuccessful in fulfilling the housing needs of the people and if so, the reaction of the Government thereto;

(f) the measures undertaken by the Government to resolve the housing problem and achieve the targets fixed in this regard; and (g) the funds required for the said purpose?

(a)& (b): ‘Housing’ and ‘colonization’ being State subjects, the primary responsibility of undertaking surveys and assessments about the need for urban dwellings for different segments of the society lies with the State Governments. However, this Ministry has set up a Technical Group for estimating urban housing shortage, which indicated a shortage of 18.78 million dwellings in 2012. The State-wise details is at Annexure-I.

(c) to (g): Housing schemes being implemented by the Ministry are
(i) Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for providing housing and basic services to urban poor/slum dwellers in 65 select cities under the Sub Mission, Basic Services to the Urban Poor (BSUP) and in other cities and towns, under the Integrated Housing and Slum Development Programme (IHSDP),
(ii) Rajiv Awas Yojana (RAY) for providing housing and basic civic & social infrastructure to slum dwellers, and
(iii) Affordable Housing in Partnership (AHP) scheme for increasing affordable housing stock and to incentivize private sector. The details of funds allocated and released there under during each of the last three years and the current year, scheme wise and State-wise are at Annexure-II.

Government has set the target for providing pucca houses to all by 2022 as announced in the President’s address to Joint Session of both the Houses of Parliament on 9th June 2014. The Mission for Housing for all by 2022 is under consideration.

An outlay of Rs. 35,810 crores is presently available for 12th Five Year Plan for this purpose including committed liabilities under the ongoing Schemes.
