Question : Accident in Coal Mines

(a) the number of accidents that took place in various coal mines in the country during the last three years and the current year along with the nature thereof and the number of persons injured/killed in the said accidents during the aforesaid period;
(b) whether any inquiry has been conducted to ascertain the reasons behind these accidents and any action has been taken against the offices found responsible for the said accidents;
(c) if so, the details thereof and the outcome thereof;
(d) the details of the coal mines closed/ proposed to be closed due to such accidents, State-wise;
(e) the steps being taken by the Government to prevent such accidents and to rehabilitate and compensate the families of injured/deceased workers; and
(f) the other corrective measures taken/being taken by the Government to improve the safety of coal mine workers working in various coal fields?

(a)to(c): The details of number of accidents that took place in various coal mines in the country during the last three years and the current year along with the nature thereof and the number of persons injured/killed and inquiry conducted these accidents are given at Annexure.

(d): No mines have been closed or proposed to be closed based on these accidents. However, mines safety is a major consideration in mine operations and the same is monitored continually. Coal companies are mandated to operate all their mines as per statutes, circulars/orders made there under and it is ensured through a structured statutory organizational framework and monitoring mechanism that all mines run in a safe manner.

(e&f): A. Following corrective measures have been taken/being taken by Government to improve the safety of coal mines workers working in various coal fields:
• Facilitates reduction in risk to persons employed in mines by drafting appropriate legislation and setting safety standards.

• Oversees compliance by doing inspection, follow up for corrective action subsequent to the inspection and through variety of promotional initiatives as mentioned below:
i. Awareness programs creating an environment in which safety is given due priority;
ii. Issue of guidelines for safer operations in identified thrust areas through circulars;
iii. Issue of technical instructions by inspecting authorities (like DGMS) for their compliance;
iv. National Conference on Safety in Mines;
v. Risk assessment and preparation of safety management plan;
vi. Workers’ participation in safety management;
vii. Observance of safety week and safety campaigns;
viii. Tripartite and bipartite review at various levels;
ix. National Safety Awards;
x. Mock drills in mines involving mine management & workers to check emergency response preparedness.
• Investigates into accidents, dangerous occurrences - emergency response, complaints & other matters and formulate suggestive measures in consultation with mine management and workers.
B. Details of Compensation & Rehabilitation to the families injured/deceased workers:
The next kin of the deceased employee is given an employment as per the prevailing policy of the coal companies. In addition to this, compensation amount is paid to the next of the deceased employee as per Employee''s Compensation Act (ECA)-2010.
Details of the amount of compensation paid to the next of the deceased employee in case of fatal accident arising out of and in the course of employment as per Employee''s Compensation Act (ECA)- 2010 in last five years, year-wise in CIL is as under:
