Question : Assistance Under IAP

(a) the details of the funds allocated by the Government and utilisation of said funds by States along with the nature of work done under Integrated Action Plan (IAP) during each of the last three years, State/UT-wise;

(b) whether any guidelines are being followed in the allocation of such funds, if so, the details thereof; and

(c) whether the end utilization is being monitored regarding the funds, if so, the details thereof?

(a): The Integrated Action Plan (IAP) for Selected Tribal and Backward Districts was in operation from 2010-11 to 2012-13. From 2013-14, assistance was provided to 88 districts under the scheme “Additional Central Assistance (ACA) for Left Wing Extremism (LWE) Affected Districts” including the 82 IAP districts. During the period 2012-13 to 2014-15, the total allocation under the programme was Rs. 7740 crore against which Rs. 5219 crore was released and the States reported an expenditure of Rs. 6396 crore. The State-wise details of allocation and expenditure during each of the last three years is annexed. The works taken up by the State Governments under the programme broadly include village roads, drinking water facilities and sanitation, school buildings/school infrastructure, anganwadi centres, etc.

(b): As per the decision of the Government each district was being allocated Rs. 30 crore per year during the period i.e. 2012-13 to 2014-15.

(c): The utilization of funds was being monitored very closely at different levels. The State Level Committee headed by Chief Secretary / Development Commissioner of each State was entrusted with the responsibility of monitoring at the State level. Besides statutory audit at the district level, the districts have maintained the block wise inventory of assets created under the programme. Information on physical and financial progress was also posted on the MIS developed for the scheme to ensure transparency. At the Central Level, erstwhile Planning Commission / NITI Aayog took periodical reviews with the State Governments to ensure that assets / infrastructure created under the programme are actually utilized.

There is no allocation for this programme in the Budget 2015-16.
