(a) & (b) To protect, preserve & promote various forms of folk art and culture throughout the country including Mithila in Bihar, the Government of India has set up seven Zonal Cultural Centres (ZCCs). Bihar is the member State of North Central Zone Cultural Centre (NCZCC), Prayagraj and Eastern Zonal Cultural Centre (EZCC), Kolkata, autonomous organizations under Ministry of Culture. No State-wise funds are released by the Ministry to preserve and promote a particular culture.
EZCC, Kolkata organizes programmes like Indradhanush, Sita Janam Utsav, Chhat Parva, Guru Govind Singh – Prakash Utsav, Saint Ravidas Jayanti, Bhikari Thakur Utsav, Baat Savitri Pujan Utsav, Jhulan Utsav, Uday Shankar Dance Festival, Phagun Utsav to preserve and promote the culture of Mithila in the Mithilanchal of Bihar in the districts of Madhubani, Saharsa, Madhepura, Supaul, Araria, Darbhanga, Sitamarhi, Muzaffarpur, Vaishali, Munger, Purnia, Katihar, Kishanganj. Details of programmes organized and the expenditure incurred by EZCC during the last three years are at Annexure-I.
NCZCC, Prayagraj engages Madhubani painters of Mithila region of Bihar for Madhubani folk painting and folk dance artists to showcase folk dances of this region viz. Jhoomer, Jhijhia and Jat Jatin in various programmes organized by them. Folk singers of Mithila region are also engaged to present ‘Maithili Gayan’ in programmes organized by NCZCC, Prayagraj. Details of programmes organized and the expenditure incurred by NCZCC during the last three years are at Annexure-II.
