(a):The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying is implementing a flagship scheme namely PradhanMantriMatsyaSampadaYojana (PMMSY) with an estimated investment of Rs 20050 crorefor a period of 5 years from FY 2020-21 to FY 2024-25 in all States/Union Territories for sustainable and responsible development of fisheries and aquaculture sector in the country. The PMMSY is implemented as an umbrella scheme with two components namely (a) Central Sector Scheme (CS) Component and (b) Centrally Sponsored Scheme (CSS) Component. The Centrally Sponsored Scheme (CSS) Component is further segregated into Non-beneficiary oriented and beneficiary orientated sub-components/activities under three broad heads such as (a) Enhancement of Production and Productivity, (b) Infrastructure and Post-harvest Management and (c) Fisheries Management and Regulatory Framework.
PMMSY envisages to address the critical gaps in fish production and productivity, quality, technology, post-harvest infrastructure and management, modernization and strengthening of value chain, fisheries export competitiveness, traceability, establishing a robust fisheries management framework.
(b) to (d): During the financial year 2020-21, the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying had accorded approval to the fisheries development proposal of Government of Assam at total cost of Rs. 110.22 crore under the PMMSY. Out of the Central financial liability of Rs.51.14 crore, an amount of Rs. 26.77 crore has been released to the Government of Assam for implementation of the approved proposal. The Government of Assam so far has utilized central funds of Rs. 10 crore for implementation of the approved fisheries development project in the State.
The PMMSY aims to create multifarious benefits to fishers, fish farmers and other stakeholders for harnessing of fisheries potential in a sustainable, responsible, inclusive and equitable manner, enhancing of fish production and productivity, expansion, intensification, diversification, productive utilization of land and water, modernizing and strengthening of fisheries value chain, post-harvest management, doubling fishers and fish farmers incomes, generation of employment opportunities, social, physical and economic security thereby improving social economic status of fishers, fish farmers and other stake holder in the country.
