Question : SHEDS FOR POOR PEOPLE



(a) the number of persons who died due to acute cold in urban areas during the last three months in the country;

(b) whether the Government propose to construct sheds for the poor people to protect them from the cold;

(c) if so, the details thereof; and

(d) if not, the reasons therefor?

(b)to(d): There is no Central sector scheme for construction of sheds for poor people. However, with a view to ameliorating the hardships being faced by the urban footpath dwellers in metropolitan cities and other towns due to adverse weather conditions viz. rain and winter, a Central Sector Scheme named Night Shelter and Sanitation Facilities to Footpath Dwellers in Urban Areas is in operation since 1988-89. The Scheme was further modified in August, 1992 to cover all urban centres wherever there is concentration of footpath dewllers or homeless. The Scheme being implemented by the State Governments or local municipal bodies or other State sponsored/recommended agencies including voluntary institutions.

The Scheme has the following components:

i) Construction of community night shelters with community toilets and baths. Under this component a Central Subsidy amounting to Rs.1000/- and HUDCO loan (optional) of Rs.4000/- is being provided.

ii) Construction only of community pay and use toilets/baths for the homeless. Under this components a Central Subsidy amounting to Rs.350/- per user per seat is being given.
