(a) to (d) Under the Flood Management Programme (FMP), a total of 522 projects have been approved during XI and XII Plan, out of which 297 projects have been completed till date. The State-wise details of projects approved, projects completed and area protected under Flood Management Programme (FMP) so far are given at Annex-1 & 2 respectively.
This Ministry also provides technical guidance to State Governments through Central Water Commission (CWC) and Ganga Flood Control Commission (GFCC) in formulation of flood management projects. During XII Plan, a total of 612 projects for Rs. 57995.06 crore were received for techno-economic appraisal out of which 283 projects of estimated cost Rs.12509.73 crore were cleared by the appraisal agencies. The State-wise status is given at Annex-3. Out of the techno-economically cleared 283 projects, 102 projects for Rs. 5381.28 crore have been approved under Flood Management Programme (FMP). A total central assistance of Rs 4873.07 crore has been released to various States which includes Rs. 813.75 crore to State of Assam.
Water Resources projects are planned, funded, executed and maintained by the State Governments themselves as per their own resources and priority. In order to supplement the efforts of State Governments, this Ministry provides financial assistance to State Governments to encourage sustainable development and efficient management of water resources through Accelerated Irrigation Benefits Programme (AIBP) scheme

under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY).The details of irrigation potential created and Central assistance released under AIBP is given at Annex-4.
A Mission has been established for implementation of 99 ongoing irrigation projects under AIBP, prioritised in consultation with States for their completion in phases by December, 2019. The arrangement has been made to provide requisite funds for these projects through NABARD. The first installment of Central Assistance amounting to Rs. 1654.62 crore has been released for 44 projects.
A scheme of National Projects has been initiated for implementation during XI Plan with a view to expedite completion of identified National projects for the benefit of the people. Under this scheme 14 projects were declared as National project in February, 2008. Subsequently, Saryu Nahar Pariyojana & Indira Sagar Polavaram project were also declared as National Projects in August, 2012 & March, 2014, respectively.
A total of 136 major, medium and multipurpose projects proposals (new /revised/ERM) have been received during XII Plan for appraisal; out of which 60 proposals have been considered and accepted by Advisory Committee of Ministry of Water Resources, RD & GR.
(e) The subject of flood management being under purview of the States, the schemes for flood control are formulated and implemented by concerned States as per their priority. The Union Government supplements the efforts of the States by providing technical guidance and also promotional financial assistance for management of floods in critical areas.
The Central Water Commission (CWC) under this Ministry maintains a flood forecasting network comprising of 199 flood forecasting stations. On an average, 6000 flood warning are issued annually with an accuracy of 98%.These forecast are utilised by local administration in planning evacuation of people from flood affected areas to safer locations and by State/Project authorities in optimum regulation of reservoirs for ensuring safety of people residing in the downstream areas of dam/reservoirs.
Further, this Ministry has approved a Plan scheme during XII Plan for Rs 281 crore for flood forecasting, modernisation and expansion of flood forecasting network for automatic data collection, expeditious transmission and flood forecast dissemination. The Flood Forecasting network is proposed to be expanded from existing 199 flood forecasting stations to 275 stations. Simultaneously, the support network of hydrological observation sites would be increased to 1118, out of which 1074 stations would be on an automatic satellite based telemetry system. As a result of the telemetry network, live information would be available on real time basis. It will eliminate the delays in dissemination of flood warnings to the States due to the manual system of dissemination. It is expected that with the expanded network of flood forecast systems, the number of flood warning annually would go upto 10,000.
In addition, the Government of India is having continuous dialogue with Government of Nepal for construction of storage projects in Nepal for mitigation of floods in India caused by rivers flowing from Nepal.
The Ministry has taken up National Hydrology Project (NHP). The NHP envisages setting up of a system for timely and reliable water resources data acquisition, storage, collation and management over a period of next eight years. It will help in gathering hydro-metrological data which will be stored and analysed on real time basis, for flood moderation in the country.
