(a) whether the Government has any scheme for the rural people in Jammu and Kashmir whose names are not in the Below Poverty Line (BPL) list;

(b) if so, the details thereof; and

(c) if not, the time by which such scheme is likely to be formulated?

(a) to (c) The Ministry of Rural Development is implementing, through State Government of Jammu and Kashmir, HIMAYAT a training-cum- placement programme under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDUGKY). The scheme covers both Below Poverty Line (BPL) and Above Poverty Line (APL) unemployed youth aged between 18 to 35 years. Under National Rural Livelihoods Mission programme - UMEED is being implemented by Jammu and Kashmir State Rural Livelihoods Mission (JKSRLM) with an objective to reduce poverty by building strong grassroots institutions of the poor, engage them into gainful livelihoods interventions and ensure appreciable improvement in their income on a sustainable basis. The scheme aims to cover two third of the rural households in the State over a period of five years from 2013-14. In addition to this, Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is implemented by the Ministry to provide upto 100 days of guaranteed wage employment in a financial year to every rural household whose adult members volunteer to do unskilled manual work.
