Statement referred to in part (a) of the Lok Sabha Unstarred Question No.65 for 24.07.2006 regarding Welfare and Protection of Workers in Unorganized Sector.
The Government has initiated several measures for the welfare of the workers in the unorganized sector. Central Welfare Funds have been constituted to provide social security/welfare measures to certain categories of workers i.e. beedi workers, certain non-coal mine workers and cine workers. The welfare measures include health care, housing, educational assistance for children, drinking water supply etc. The Government is implementing various welfare and employment oriented schemes and programmes through various Ministries/Departments. Some of such schemes are Swarnjayanti Gram Swarojgar Yojana, National Social Assistance Programme, Pradhan Mantri Gram Sadak Yojana, Pradhan Mantri Gramodaya Yojana, Swarnjayti Sahari Rojgar Yojana, Sampoorna Grameen Rojgar Yojana etc. Further, Janshree Bima Yojana providing for insurance cover to the people living below or marginally above the poverty line is also available for the workers in the unorganized sector. The Government has a lso redesigned the Universal Health Insurance Scheme(UHIS), which is available to families living below poverty line. A National Commission for the Enterprises in the Unorganized Sector has been set up to examine the problems facing enterprises in the Unorganized Sector.
Recently, the Government has enacted National Rural Employment Guarantee Act which provides for 100 days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work.
