Question : Developmental Schemes for Animal Husbandry

(a) whether the Government has received any proposal from some States including the State of West Bengal regarding setting up of Fisheries, Animal Husbandry and Dairy projects under the Centrally sponsored schemes;
(b) the details of various schemes being implemented by the Government for the development of Fisheries, Animal Husbandry and Dairy sector in the country including the State of West Bengal during the last three years;
(c) the total number of farmers who have been benefited by these schemes so far;
(d) whether the Government has failed to achieve the growth rate targets in the Fisheries, Animal Husbandry and Dairy sector and if so, the details thereof and if not, the reasons therefor; and
(e) the corrective steps taken by the Government to promote the animal husbandry and fisheries sectors in the country; and

(a) and (b) Yes, Sir. The Government receives proposal from the States including the State of West Bengal regarding setting up of Fisheries, Animal Husbandry and Dairy projects under the various schemes of the Department. The details of the various schemes being implemented by the Government for the development of Fisheries, Animal Husbandry and Dairy sector in the country including the State of West Bengal during the last three years are as follows:

i. Rashtriya Gokul Mission
ii. National Programme for Dairy Development
iii. National Dairy Plan-I (was closed on 29 Nov, 2019)
iv. Dairy Entrepreneurship Development Scheme (discontinued from 2020-21)
v. Dairy Processing and Infrastructure Development Fund
vi. Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities
vii. National Livestock Mission,
viii. Livestock Health and Disease Control
ix. Animal Husbandry Infrastructure Development Fund
x. National Animal Disease Control Programme
xi. Livestock Census and Integrated Sample Survey
xii. Pradhan Mantri Matsya Sampada Yojana
xiii. Fisheries and Aquaculture Infrastructure Development Fund

(c) Rashtriya Gokul Mission is not a beneficiary oriented scheme. However, benefits of the scheme are being accrued to all farmers engaged in rearing of cattle and buffaloes in the form of enhancement in milk productivity.

Under NPDD, total 5,05,503 milk producers have been covered. Under NDP-I, Market access was provided to more than 16.88 Lakh milk producers. Overall, the project covered around 59 Lakh beneficiaries across 97,000 villages. 4,21,158 beneficiaries have been assisted with a subsidy amount of Rs 1892.29 crore under DEDS.

Under NLM, 47,550 farmers have been benefitted under the components of Poultry Development, and 72,175 farmers have been benefitted under components of Distribution of hand and power driven chaff cutters and silage making units. Under Rural Backyard Sheep and Goat Development, no. of beneficiaries are 33,370. Under Rural Backyard piggery Development, no. of beneficiaries are 18,853. 28,34,308 farmers have been benefitted under Livestock Insurance and 3,72,018 farmers have been benefitted under Training & Capacity Building.
Around 6.46 crore farmers have benefited from the vaccination of their livestock against Foot and Mouth Disease under NADCP programme. So far, in the first round of vaccination, 16.91 crore animals have been vaccinated against FMD as per information received from States and 21.73 crore animals have been ear tagged in the country. The next round of vaccination against FMD has been commenced and so far 3.13 crore animals have been vaccinated. The vaccination against Brucella has also been commenced and so far 25.87 lakh animals have been vaccinated.

(d) Milk production in the country is growing at the compound annual growth rate of 6.28% during the last 6 years. As per National Account Statistics 2021, the value of output of milk in 2019-20 is Rs 8.39 lakh crore (at current prices) surpassing total value of output from cereals. The year-wise production of fisheries with annual growth rate (AGR) during last the three years is as under:

(e) The Government of India is implementing various schemes to supplement the efforts of States/UTs for promotion of animal husbandry and fisheries sectors namely, Rashtriya Gokul Mission, National Programme for Dairy Development, National Dairy Plan-I, Dairy Entrepreneurship Development Scheme, Dairy Processing and Infrastructure Development Fund, Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities, National Livestock Mission, Livestock Health and Disease Control, Animal Husbandry Infrastructure Development Fund, National Animal Disease Control Programme, Livestock Census and Integrated Sample Survey, Pradhan Mantri Matsya Sampada Yojana and Fisheries and Aquaculture Infrastructure Development Fund.

Recently, the Government has revised and realigned the schemes of the Department in order to promote animal husbandry and dairy sector in the country with focus on rural entrepreneurship development by creating better employment opportunity for income generation for rural youth and livestock farmers in the Cattle, Dairy, poultry, sheep, goat, piggery, feed and fodder sector by giving 50% subsidy through hub spoke model, doorstep delivery for veterinary services to 10 crore livestock farmers through sanction of Mobile Veterinary Unit and use of modern technology for faster breed improvement.

The Government is also implementing various schemes for promotion and overall development of Fisheries and aquaculture sector. These schemes will help to create fisheries infrastructure and employment generation.

(f) The assistance and facilities are being provided under the following schemes to cattle rearers for setting up of dairy:

i. National Programme for Dairy Development
ii. Dairy Processing and Infrastructure Development Fund
iii. Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities
