Question : Bio-Gas-Renewal Energy Projects

(a): whether bio-gas and other renewable energy projects for cooking food and meeting other requirements of energy are being implemented particularly in the remote and rural areas of the country;
(b): if so, the details thereof;
(c): the State/UT-wise number of villages where bio-gas plants and other renewable energy units set up during each of the last three years and the current year;
(d): the State/UT-wise allocation of the amount for this purpose during the said period; and
(e): the measures taken by the Government to promote bio-gas including the bio-gas produced from bio-degradable substances, cooking stove and other renewable energy projects particularly in the rural areas of the country?

(a) & (b): Yes, Madam. The Ministry of New and Renewable Energy is implementing programmes such as National Biogas and Manure Management Programme (NBMMP), Unnat Chulha Programme, Remote Village Electrification Programme and dissemination of Solar Lighting Systems and Solar Cookers for meeting cooking and other requirements of energy in the remote and rural areas of the country.
(c): The State /UT-wise numbers of villages where family type biogas plants and biogas based small and medium size power plants (off-grid) set up during each of the last three years and the current year upto 30.06.2016 are given in Annexure-I. The State-wise numbers of villages where solar lighting systems have been installed is given at Annexure-II.
(d): The details of State-wise and year-wise fund released during each of the last three years and current year 2016-17 upto 30.06.2016, under the National Biogas and Manure Management Programme, Biogas based Power Generation Programme (BPGP), Unnat Chulha Programme are given in Annexure – III. State/UT-wise allocation of funds for off-grid and Solar PV applications during last three years and current year are given at Annexure-IV.
(e): Central Financial Assistance for setting –up of family type biogas plants under the National Biogas and Manure Management Programme (NBMMP) is provided for capital subsidy, Turn-Key Job Fee for construction & commissioning, supervision and free maintenance warranty for five years for trouble free functioning of plants, organization of training courses, workshops & seminars and information and publicity through print and electronic media. Administrative charges are provided to the State Nodal Agencies, State Nodal Departments, Khadi and Village Industries Commission (KVIC) and Biogas Development and Training Centres (BDTCs) as per norms for implementation of the scheme. Under the Unnat Chulha Programme Central Financial Assistance is given towards cost of Improved Cook stoves, trainings, User’s orientation, publicity and awareness generation and monitoring evaluation. Similarly, Central Financial Assistance for other renewables including biogas based power generation, solar cookers, home lighting systems, street lighting systems is being provided.
