Question : Allowing Foreign Educational Institutions

(a) whether Government proposes to allow the entry of foreign educational
institutions in the field of education to promote higher education and if so, the details
thereof;
(b) whether a draft policy has been formulated to facilitate the entry of such
institutions, if so, the time by which the said scheme is likely to be implemented;
(c) whether the process of identifying various educational areas for entry of foreign
institutions has been initiated under the scheme; and
(d) if so, the details thereof, State/ Union Territory-wise?

(a) to (d): At present, there is no law which allows the entry and operation of foreign
educational providers to set up their campuses in India. However, the University
Grants Commission (UGC) has notified the UGC (Promotion and Maintenance of
Standards of Academic Collaboration between Indian and Foreign Educational
Institutions) Regulations 2016, which spell out the modalities regarding the eligibility
criteria and the conditions for the collaboration of a foreign educational institution
with an Indian educational institution. All India Council for Technical Education
(AICTE) has also set norms for academic collaborations and twinning programmes
between Indian and Foreign Universities/Institutions in the field of technical
education, research and training in India. UGC regulations in this respect are

regulations/guidelines is to improve quality, offer students additional choices and to
