(a) the number of cases reported and the value of fake currency/fake stamp papers/fake Non-Judicial Stamp papers/fake dollars seized during each of the last three years till date, State-wise;

(d) whether persons apprehended in cases relating to such currency/stamp papers etc. are linked to militant outfits and illicit drug peddlers;

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF LOK SABHA STARRED QUESTION NO.127 FOR 23.7.2002 REGARDING SEIZURE OF FAKE CURRENCY/PAPERS.

(a)to(f): As per information available in the National Crime Records Bureau (NCRB) a State/UT-wise statement showing the incidence of seizure of counterfeit currency notes, the total value and the number of accused involved therein, during the last 3 years (1999 to 2001) is given at Annexure-A. Information on fake stamp papers and fake non-judicial stamp papers is not compiled by the Bureau.

The collection of information on fake foreign currency, including Dollars was started only in the year 2001 and the same is enclosed at Annexure-B.

The information on the loss of revenue suffered by the Government is given at Annexure-C. This includes the recovery of counterfeit notes in circulation as reported to NCRB, by various branches of the RBI. Information relating to the year 2002 has not yet been received in the NCRB.

The detection, registration, investigation and prevention of crime is primarily the responsibility of the State Governments and case-wise details in regard to acts of crime are not maintained at the Union level. Some cases have come to the notice of the Government in which fake currency notes were recovered from militants and members of the underworld.

A High Level Committee has been constituted with representatives from the Department of Economic Affairs, Reserve Bank of India, Ministry of Home Affairs/National Security Council Secretariat, to go into the entire gamut of issues pertaining to the circulation of fake Indian currency. The Central Bureau of Investigation has created a special unit for exclusive investigation of counterfeit currency notes. The Border Security Force has alerted its forward troops to be more vigilant so as to ensure that such currency notes are not smuggled into the country. In order to combat counterfeiting, currency notes are also printed with additional security features. RBI has initiated a public awareness campaign in this regard. Instructions have been issued to all State Governments from time to time to take appropriate measures for curbing the menace of circulation of fake currency notes.
