(a) & (b) A Bill to create the National Road Safety and Traffic Management Board (NRSTMB) was introduced in Lok Sabha on 4.5.2010 which was referred to Department related Parliamentary Standing Committee for examination. However, this Bill has lapsed consequent upon dissolution of 15th Lok Sabha. .
(c) & (d) Allocation of funds for development of National Highways are made to States / Union Territories and different agencies (National Highway Authority of India, Border Road Organization, National Highway Infrastructure Development Corporation Limited, etc). No separate allocation is made for Road safety. 95% of funds allocated for road safety schemes (other than engineering) have been utilized during the year 2014-15. As these schemes are mostly by way of grant in aid to the States, full utilization could not be achieved in the absence of certain Utilization Certificates and other commitment from the States.
