Question : CLEAN DEVELOPMENT MECHANISM PROJECTS



(a) whether India leads the World in terms of number of projects accorded to it by the Clean Development Mechanism (CDM) Executive Board as per provisions of Kyoto Protocol;

(b) if so, the details of such projects received by India and steps taken to meet Kyoto Protocol directives;

(c) whether the Government has identified a number of State level institutions for helping developers in project preparation;

(d) if so, the details thereof;

(e) whether the implementation of Kyoto Protocol helps in creating a global constituency of investor’s financial institutions and industries; and

(f) if so, the details thereof?

(a) India has so far accorded host country approval (HCA) to 52 eligible projects for participation in Clean Development Mechanism (CDM) under the Kyoto Protocol. As on 8 March 2005 the CDM Executive Board has registered three CDM Project activities from all developing countries including the Project for GHG emission reduction by thermal oxidation of HFC 23 in Gujarat from India.

(b) Annexure giving details of CDM projects is enclosed.

(c) & (d) The Government has identified the following state level institutions for helping developers in project preparation:


(i) Punjab Energy Development Agency (PEDA)

(ii) Maharashtra Energy Development Agency (MEDA)

(iii) Rajasthan Energy Development Agency (REDA)

(iv) Environmental Ploicy Research and Institute (EMPRI), Karnataka.

(v) Environmental Protection Training Research Institute (EPTRI), Andhra Pradesh



(e) & (f) The Kyoto Protocol enables developed countries (Annex-B Parties) to invest in CDM Project activities in developing countries and gain emission credits. On the basis of volume and prices of Certified Emission Reductions (CERs), the Kyoto Protocol is expected to help in creating a global constituency of investor’s financial institutions and industries.
