(a) whether the Government has provided financial assistance to the States for poverty alleviation during the last three years, if so, the details thereof, State-wise;

(b) the details of the families living below the poverty line, State-wise;

(c) the names and details of the centrally sponsored schemes being implemented by the Government for poverty alleviation in the country; and

(d) whether all the aforesaid programmes have achieved the targets set there under?

(a) : Multi-pronged strategies are being taken by the Ministry of Rural Development to address rural poverty and improve the economic well-being of the people in rural areas with the main focus on increasing livelihood opportunities, empowering rural women, providing social safety net, skilling of rural youth, infrastructure development etc. through its programmes viz. Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhyay – Gramin Kaushalya Yojana (DDU-GKY), Pradhan Mantri Awaas Yojana – Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY), Shyama Prasad Mukherjee National RuRBAN Mission(SPMRM) and National Social Assistance Programme (NSAP). The Budget allocation and expenditure for implementation of major Rural Development Programmes in various States/UTs during the last three years is at Annexure-I

(b) : The estimation of poverty using poverty line had been done by the erstwhile Planning Commission (now NITI Ayog). The Ministry of Rural Development had been conducting Below Poverty Line (BPL) Census to identify the poor households in the rural areas, the last such census was conducted in 2002. Thereafter, recognizing the multi-dimensional nature of poverty, Socio Economic and Caste Census 2011 (SECC 2011) was conducted in association with the States/UTs. SECC-2011 provides data of households on various aspects of their socio-economic status viz., housing, land-holding/landlessness, educational status, status of women, the differently abled, occupation, possession of assets, scheduled caste/ scheduled tribe (SC/ST) households, income, etc. The beneficiaries under several schemes of Government of India as well as many state governments are selected based on the (i) “automatically excluded households”, (ii) “automatically included households” and (iii) “deprived households” data of SECC-2011. The State/Union Territory– wise numbers of rural households in these three categories are given at Annexure-II.


(c) & (d): The details of Centrally Sponsored Schemes of the Ministry of Rural Development for poverty alleviation along with the targets and achievements under these schemes are given below:


i. Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS is a demand driven wage employment programme which provide for the enhancement of livelihood security of the households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work. As a demand driven wage employment programme, there is no target set for any work to be taken up. However, during the last three years, the persondays employment generated are 267.96 crores in FY 2018-19, 265.35 crores in FY 2019-20 and 389.22 in FY 2020-21.

ii. Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM) is a centrally sponsored anti-poverty programme launched in June 2011with the objectives of organizing the rural poor women into Self Help Groups (SHGs), and continuously nurturing and supporting them to take economic activities till they attain appreciable increase in incomes over a period of time to improve their quality of life and come out of abject poverty. The programme aims to ensure that at least one woman member from each rural poor household (about 9-10 crore) is brought into women SHGs and their federations within a definite time frame. Being implemented in a phased manner, the Mission is now working in 6761 blocks across 705 districts across all States and Union Territories (except the Uts of Delhi and Chandigarh). The physical target and achievements under DAY-NRLM during the last three years is as under:

iii. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Rural Self Employment Training Institutes (RSETIs) are two skill development programmes for rural poor youth under DAY-NRLM. Both these schemes are aimed at increasing employability of rural poor youth either for wage or self-employment. The physical achievement (number of candidates trained and placed in jobs/settled) during the last three years under these schemes are given below:-

iv. National Social Assistance Programme (NSAP) is a social welfare programme for the aged, widows, disabled and in the cases of death of the primary breadwinner belonging to Below Poverty Line (BPL) Households. It is 100% centrally funded Central Sponsored Schemes (CSS) implemented in the entire country including rural and remote areas. Out of total targeted 3.09 crore beneficiaries of NSAP, the Year-wise coverage for the last 3 years is as under:

v. Pradhan Mantri Awaas Yojana-Grameen (PMAY-G) is a flagship scheme of the Ministry that aims to provide assistance for construction of pucca house to all rural houseless households and households living in kutcha and dilapidated houses. To achieve the objective of “Housing For All”, a total target of 2.95 crore households is set under PMAY-G. The details of targets set under PMAY-G and the achievements thereof during the last three years is given below:

vi. Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched in the year 2000 as a measure towards alleviation of poverty in rural areas by providing all-weather road connectivity to eligible unconnected habitations in rural areas. Target was to connect 1,78,184 eligible unconnected habitations, against which 99% habitation connectivity has been achieved till 26.07.2021. In the year 2013, PMGSY-II was launched for upgradation of selected Through Routes and Major Rural Links (MRLs) with a target to upgrade 50,000 Km in various states and Union Territories. So far, 49,904 km has been sanctioned and 44,406 km has been completed till 26.07.2021. Subsequently, in 2016, Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA) for construction/upgradation of strategically important roads was launched as a separate vertical under PMGSY. So far, 9,268 km has been sanctioned and 4,172 km has been completed till 26.07.2021. Union Government had approved the PMGSY III programme in 2019, which mainly focuses on the consolidation of existing Through routes and Major Rural Links that connect habitations to Gramin Agricultural Markets (GrAMs), Higher Secondary Schools and Hospitals. The GoI has targeted to cover 1,25,000 kms with an expenditure of about Rs. 80,250 Crore for the country under PMGSY-III. So far, 62,968 km has been sanctioned and 13,937 km has been completed till 26.07.2021. The details of targets set under PMGSY and the achievements thereof during the last three years is given below:

vii. Shyama Prasad Mukherji Rurban Mission (SPMRM) aims at development of 300 Rurban rural clusters in the country with an attempt to make the selected rural areas socially, economically and physically sustainable regions and strives to strengthen by providing economic, social, basic and digital amenities, thus leading to sustainable and balanced regional development in the country. Out of the total 300 Rurban clusters, 298 clusters have been identified under the Mission, 291 Integrated Cluster Action Plans (ICAPs) have been approved by Ministry and 281 DPRs have been approved by respective State/UT level Empowered committees.
