Question : CONSTRUCTION COST UNDER PPP MODE



(a) whether the Government had made an assessment of the cost of road construction before implementing the PPP mode;

(b) if so, the construction cost of 4 laned and 6 laned roads at that time;

(c) the date when construction of roads was started in the country on PPP model, the number of lanes first constructed under such project and the cost of construction;

(d) the estimated construction cost of the said roads as estimated during March 2010; and

(e) the proposal under consideration to approve the construction cost presently?

(a) & (b) No separate assessment of construction cost for each road taken up under Public Private Partnership (PPP) was made at the time of initial approval by the Government. The cost of roads included under various phases of NHDP as approved by the Government at the time of initial approval is annexed.

(c) The first PPP project was 4-lane Road Over Bridge (ROB) at Kishangarh taken up in March, 1998 on Built, Operate & Transfer (BOT) basis. The Total Project Cost (TPC) of this project was Rs. 18 crore.

(d) No such estimate has been prepared by the National Highways Authority of India (NHAI).

(e) Does not arise.
