Question : Construction of Toilets

(a) the funds allocated and released under Swachh Bharat Mission Gramin (SBM-G) during each of the last two financial years;

(b) whether the Government proposes to increase the allocation for the construction of toilets under the SBM-G and if so, the details thereof; and

(c) whether the assistance provided for construction of these toilets is also proposed to be increased in view of the rising prices and if so, the details thereof?

(a) The Central funds allocated and utilised under Swachh Bharat Mission Gramin (SBM-G) during each of the last two financial years is as under :-

(b) The allocation for SBM(G) has been increased over the last three years. It was Rs. 2850 crore in 2014-15, Rs. 6525 crore in 2015-16. The Revised Allocation for 2016-17 is Rs. 10500 crore.
(c) No, Madam. With the launch of the Swachh Bharat Mission-Gramin (SBM-G), on 2nd October, 2014, the incentive to eligible beneficiaries for construction of toilet was increased from Rs. 10000 to Rs. 12000. The SBM(G) programme emphasizes behavioural change and is not a supply-driven construction led programme. Rs. 12,000 per toilet provided under the programme is an incentive amount and not a reimbursement of the cost of the toilet, which may be lower or higher than the incentive, depending upon several factors.
