Question : Restarting of Film Shooting

(a) whether the Government has taken any firm decision on the restarting of the film shooting and film production and TV serials activities in the country which adds substantially to the economy and is subsistence for millions of cine workers in the country;

(b) if so, the details thereof and the measures taken by the Government to protect the Livelihood of Cine workers in Tamil, Telugu, Malayalam, Kannada and Hindi film industries;

(c) whether the Government has any plans to compensate the people who lost their livelihood due to the imposition of lockdown and COVID-19 crisis and if so, the details thereof and the Government‘s further stand and decision in this regard; and

(d) the effective measures being taken by the Government to ensure a safe environment for the large number of cine workers and daily wage workers engaged in Film and television industry?

(a) to (d) Yes, Sir. Ministry of Information & Broadcasting circulated Guiding Principles and Standard Operating Procedures (SOPs) on preventive measures for Media production in consultation with Ministry of Health & Family Welfare to restart shooting of Films and TV serials on 21.08.2020.
The Ministry has formulated the general SOPs taking into consideration international practices notified in the sector including physical distancing, designated entry and exit for shoot locations, sanitization, safety of staff, contact minimization and following of travel related guidelines issued by Ministry of Home Affairs including quarantine/isolation. As per international practices, face mask was made mandatory for cast and crew except for actors in front of the camera.

As per detailed guidelines issued by Ministry of Information and Broadcasting on 01.02.2021, opening of cinemas/theatres/multiplexes upto 100% of seating capacity with continued safeguards of COVID-19 related protocols has been allowed.
