Question : Ultra Mega Power Projects

(a) the details of the New/under construction/pending Ultra Mega Power Projects undertaken in the country along with their capacity of power generation including their current status and the steps taken/funds sanctioned to complete the under construction projects State/UT/Project-wise;

(b) whether any Ultra Mega Power Projects are pending/suffering due to nonaccordance, delay in accordance of environmental clearance/land acquisition/funds/fuel, if so, the details thereof along with the steps taken by the Government to expedite the pending projects;

(c) whether the Government has recently amended the auctioning policy for UMPPs, if so, the details thereof; and

(d) the details of the coal blocks allocated to the UMPP in the country, State/UTs-wise/Project-wise?

(a) & (b) : Four Ultra Mega Power Projects (UMPPs) namely Sasan in Madhya Pradesh, Mundra in Gujarat, Krishnapattnam in Andhra Pradesh and Tilaiya in Jharkhand have already been transferred to the developers. Out of the four awarded UMPPs, two UMPPs at Mundra and Sasan are in operation. The status of the awarded UMPPs is given at Annexure-I.

The power generation capacity of each of the existing and proposed UMPP is 4000 MW approximately. The fund for UMPP is arranged by the developer of the project who is selected through International Competitive Bidding Route as per the Standard Bidding Document issued by Ministry of Power (MoP).

12 more UMPPs are under different stages of development. Environmental clearance is obtained after firm allocation of coal blocks. The status of these UMPPs is given at Annexure-II.

(c) : MoP constituted an Expert Committee under the Chairmanship of Shri Pratyush Sinha, IAS (Retd) and ex-Central Vigilance Commission (CVC) to examine Standard/Model Bidding Documents applicable to UMPPs/Case-2. The Expert Committee has submitted its recommendation on the New Standard Bidding Documents for UMPP based on (i) allocated domestic coal blocks and (ii) imported coal.

(d) : The detail of the coal blocks allocated to the UMPPs is given at Annexure-III.
