Question : Anti-Dumping Duty on Steel Imports

a) whether the Chinese, Russian and Ukraine steel companies are dumping huge quantities of steel in India resulting in stagnation in production of steel by Indian companies;
b) if so, whether the Government proposes to impose anti-dumping duty on steel imports from these countries and if so, the details thereof along with other steps proposed to be taken by the Government to protect Indian Steel Manufacturing companies; and
c) whether the Government also proposes to impose anti-dumping duty on steel and other commodities from other countries and if so, the details and the present status thereof?

(a) to (c): Directorate General of Anti-dumping & Allied Duties (DGAD) conducts anti-dumping investigations on the basis of duly substantiated petitions filed by domestic industry alleging dumping of goods into the country, causing injury to the domestic industry. The basic intent of the anti-dumping measures is to eliminate injury caused to the domestic industry by the unfair trade practices of dumping and to create a level playing field for the domestic industry vis-a-vis dumping by re-establishing a situation of open and fair competition in the Indian market. Based on the recommendations of DGAD, Department of Revenue has imposed anti-dumping duty on the following Stainless Steel products originating in or exported from respective countries as stated below:-

1. Cold Rolled Flat products of Stainless Steel EU, Canada, Japan & USA
2. Cold Rolled Flat products of Stainless Steel China PR, Korea RP, EU, South Africa, Taiwan, Thailand & USA
3. Certain Hot Rolled Flat Products of Stainless Steel European Union, South Africa, Taiwan & USA
4. Stainless Steel Cold Rolled Flat products of 400 series having width below 600 mm. European Union, Korea & USA.
5. Hot Rolled flat product of Stainless Steel of 304 Grade China PR, Korea RP and Malaysia

Whenever, a petition is filed by the domestic industry, the same is disposed of as per the Rules by the DGAD and its recommendations are considered by the Department of Revenue for imposition of anti-dumping duty on dumped imports.
