Question : Disposal of Waste

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) whether management of sewerage, solid waste and garbage is becoming the major issue of concern in the urban areas and if so, the details thereof and the reasons therefor;

(b) whether the Government has prescribed any mechanism to the States for the collection, transportation, processing, treatment and disposal of solid waste, garbage and sewerage in a scientific and hygienic manner and if so, the details thereof and if not, the reasons therefor;

(c) the details of proposals received and cleared during the last three years and the current year for handling the above issues, State-wise and city-wise;

(d) the details of proposals lying pending and the reasons for pendency along with the time by which pending proposals are likely to be cleared; and

(e) the details of funds sanctioned during the above period, city, year and State-wise?

(a): As per the data available up to Dec. 2016, only 21.51% of the total 1,57,479 metric tonnes waste generated per day is currently treated/processed in the urban areas of the country. The remaining waste is disposed off at dump sites/landfill sites untreated. Therefore, the disposal of huge amount of waste requires the States/ULBs to find land for establishing processing facility/landfill sites. Further, As per the assessment made by Central Pollution Control Board (CPCB) for 2015, the sewage generation in the urban areas of the Country is estimated to be about 61,948 MLD (approx.) and sewage treatment capacity is for 23,277 MLD, which is about 37.6% of the total sewage generation.

(b): Yes, Madam. Government of India is implementing “Swachh Bharat Mission” (SBM) since 2nd October, 2014 with the target to make the country clean by 2nd October, 2019. The Mission covers all 4041 statutory cities as per 2011 census. One of the admissible components under SBM is Solid Waste Management including collection, transportation, processing, treatment and disposal of solid waste with Central support up to 35% of the project cost in the form of Viability Gap Funding (VGF)/Grant. The remaining funds have to be generated through State Government/ULB contribution/private sector participation. Also, Government of India has launched “Atal Mission for Rejuvenation and Urban Transformation (AMRUT)” on 25th June, 2015 for all the cities with population of 1 lakh and above. Sewage management is one of the admissible components under the Mission. Under the aforesaid Missions, the State Government may set up new sewage treatment plants as per their requirement.

(c) to (e): The details of the total no. of Mission cities in each State, funds allocated & released towards Solid Waste Management and sanitation component for various States during 2014-15, 2015-16 and 2016-17 under SBM are at Annexure-I. Similarly, under AMRUT, the Centre approves the State Annual Action Plan (SAAPs) submitted by the States. The Centre has approved the SAAP of 2015-16 & 2016-17 of all State/UTs and also approved the 3rd and final SAAP of some States. The details of projects related to sewerage proposed by State Government under AMRUT are at Annexure-II.
