Question : POST BASED ROASTER



(a) whether DoPT has introduced `Post Based Roaster` in place of `Vacancy Based Roasters` for implementing reservation w.e.f. July 2, 1997;

(b) if so, reasons for the same;

(c) whether while introducing `Post Based Rosters` in place of `Vacancy Based Rosters` the process of identifying excesses/shortages if any in Class I, II, III and IV category of services under his ministry and all the Autonomous/Statutory Organisation, Attached/Subordinate Offices and Public Sector Undertakings was undertaken as prescribed under Para (5) of the DoPT O.M. No. 36012/2/96-Estt. (Res.) dated 2.7.1997.

(d) if so, the details thereof; and

(e) if not, the excesses shortages found in all the above categories of services as on July 2, 1997?

(a) to (c): The post-based reservation rosters have been introduced in all the PSUs, Autonomous/Statutory Organizations, Attached/Subordinate Offices under the administrative control of this Ministry (except Bhakra Beas Management Board, which follows the reservation rules of the Punjab State Government) in place of the vacancy based rosters as per the directives issued by Department of Personnel and Training`s Office Memorandum No.36012/2/96-Estt. (Res.) dated 2.7.1997.

(d) & (e): The details are enclosed in Annexure-I.
