Question : Inclusion of Sub-Castes in ST List

(a) whether the Government has received a proposal from the Bihar Government along with ethnographic reports for considering the inclusion of extremely backward caste Mallah, Nishad and its nine sub-castes in the list of Scheduled Tribes (STs);
(b) if so, the details and present status thereof; and
(c) the time by which the Government is likely to include the said castes in ST list?

Answer given by the minister

(a) to (c) Yes Sir. Govt of Bihar vide letter dated 09.06.2018 sent the proposal alongwith the ethnographic study report for inclusion of Mallah(??????), Nishad(?????) {Bhind(????), Beldar(??????), Chai(????), Tiyar(????), Khulwat(?????), Suraiya(???????), Godi(?????), Vanpar(????), Kevat(????)} and Nonia(??????) communities in the Scheduled Tribes list of Bihar. The Government of India on 15.6.1999 (further amended on 25.6.2002) has laid down the modalities for deciding the claims for inclusion in, exclusion from and other modifications in Orders specifying Scheduled Castes and Scheduled Tribes lists. As per the modalities, only those proposals which have been recommended and justified by the concerned State Government / UT Administration and concurred with by Registrar General of India (RGI) and National Commission for Scheduled Tribes (NCST) are to be considered and legislation amended.

All action on the proposal is taken as per these approved modalities.
