Question : Families Living near Unsafe Coal Mines

(a) whether the Government has undertaken any survey of the families living in unsecured and unsafe areas of the coal mines in each ancillary unit of the Coal India Limited;
(b) if so, the details thereof;
(c) the ancillary unit-wise amount incurred during each of the last three years along with the number of rehabilitated families in this regard; and
(d) the steps taken or proposed to be taken by the Government to provide adequate compensation to such families?

(a) & (b): Yes sir. The Master Plan for dealing with fire, subsidence and rehabilitation in the lease hold of Bharat Coking Coal Limited (BCCL) and Eastern Coalfields Limited (ECL) was approved on 12th August 2009 by Government of India in which numbers of families residing in unsecure and unsafe areas in coal mines were surveyed.

i. The number of families residing in unsafe areas in coal mines of BCCL lease-hold;

ii. The number of families residing in unsafe areas in coal mines of ECL lease-hold;

As per approved Master Plan the number of households to be rehabilitated from the identified unstable and unsafe sites within the leasehold of ECL is estimated as 33196. Asansol Durgapur Development Authority (ADDA) had completed Demographic survey for Non-ECL houses. As per provisional figure of survey report, 6101 households are Legal Title Holders (LTH) and 22899 are Non-Legal Title Holders (NLTH).

(c):The details of the families rehabilitated by each agency and the fund spent are as follows:

i) Bharat Coking Coal Limited (BCCL):
• In BCCL, 7714 houses have been constructed and 4084 families shifted, Construction of rest 8138 houses are in progress for BCCL families.
• Jharia Rehabilitation and Development Authority (JRDA), State Govt. authority is responsible for construction of houses for non BCCL families. So far construction of 18352 houses have been taken up. Out of which 6352 houses constructed and 2152 families have been shifted till date.
• Total funds spent in the head of rehabilitation is Rs 346.32 Crore during the last three years.
ii) Eastern Coalfield Limited (ECL):
• All ECL families have been rehabilitated from unstable locations.
• ADDA has taken actions for construction of 12976 houses. Constructions of 8176 houses are in progress till date. The number of Non-ECL households rehabilitated during the last three years is Nil.
• Total funds spent in the head of rehabilitation are Rs 212.66 Crore during the last three years.
(d): As per Master plan, a High Powered Central Committee (HPCC) under the chairmanship of the Secretary, Ministry of Coal has been constituted to review the activities of implementation of Master Plan. Till date, twenty one HPCC meetings have been conducted. The time frame of 10 years for implementation of Raniganj Master Plan, has already been expired on 11.08.2019. As per directive of the 19th HPCC meeting on 29.05.2019, draft comprehensive proposal incorporating alternative rehabilitation package, time and cost overrun have been prepared by (i) ECL in consultation with CMPDI & ADDA and (ii) BCCL in consultation with CMPDI & JRDA.
