Question : Verification of Caste Certificate in Bank Jobs

(a) the process for verifying the authenticity of caste certificates submitted by the candidates to the banks under Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) reservation;

(b) the details of the monitoring mechanism in place for this purpose in the banks;

(c) the number of fake certificates of SCs, STs and OBCs identified by this monitoring mechanism in the scheduled commercial banks during the last three years, bank-wise; and

(d) the action taken by the Government in this regard?

THE MINISTER OF STATE IN THE MINISTRY OF FINANCE


(a) & (b) The banks send the Caste Certificate of the candidates belonging to Scheduled Caste (SC), Scheduled Tribe (ST) and Other Backward Class (OBC) category at the stage of joining as well as in case of any complaint to issuing authority i.e. District Magistrate/Additional District Magistrates etc. for verification. The Caste Certificate are also verified through the Caste Scrutiny Committee of the State Government.

(c) The bank-wise details of fake certificate of SCs/STs/OBCs as identified by the monitoring mechanism during last three years is given at Annexure.

(d) The Department of Financial Services (DFS) has issued from time to time, instructions based on the guidelines/instructions of Department of Personnel and Training (DoP&T) to all Public Sector Banks for taking action against the employees who have been appointed in Reserved Category on the basis of False/Bogus Caste Certificate.
