Question : Renewal of Licences of NGOs

(a) whether the Government has recently directed the foreign funded Non-Governmental Organisations (NGOs) to apply for renewal of their licences and if so, the details thereof;

(b) the number of NGOs who had applied for renewal of their licences so far, State-wise;

(c) the number of NGOs disqualified for registration under the Foreign Contributions Regulation Act (FCRA) along with the reasons therefor;

(d) whether the number of NGOs permitted to receive foreign funding has continuously come down during the last three years and the current year; and

(e) if so, the details and the reasons therefor along with the steps taken for effective monitoring of the activities of the said NGOs?

renewed in accordance with Section 16 of FCRA read with Rule 12 of Foreign Contribution (Regulation) Rule, 2011.
(b) & (c): The state wise data is not maintained. However, more than 19000 applications have applied for renewal till 31.10.2016. A large number of associations were disqualified for renewal of registration because of violation of provisions of FCRA, 2010 and rules made thereunder.
(d) &(e): In 2015, more than 10000 registration certificates were cancelled because of violation of provisions of FCRA, 2010 and rules/guidelines made thereunder leading to reduction in number of FC registered associations. The associations granted registration under FCRA are required to comply with the provision of the Act and Rules.
