Question : Utilisation of Special Economic Package during COVID-19

a) the details of health schemes being implemented under the special economic package disbursed by the Government during COVID-19 in States/UT/scheme-wise particularly Bihar;

b) the estimated expenditures incurred under each such schemes, State/UT/scheme-wise particularly Bihar; and

c) the current status of the said schemes?

(a) to (c) Government is supporting states in their endeavor to manage COVID-19 since the beginning of pandemic. Requisite support is provided to States/UTs to enhance preparedness and response capacities against COVID-19 and other public health emergencies.

Funding support has been provided to States/UTs for supporting various COVID-19 management initiatives through various avenues like National Health Mission and ECRP. During FY 2020-21, under ECRP, funds to the tune of Rs. 8257.88 crore has been released to the States/UTs. This provided support to States for health infrastructure strengthening, expansion of laboratory network, surveillance and contact tracing, procurement of PPEs, N-95 masks, ventilators etc. Of this Rs. 193.94 Crore have been released to State Government of Bihar.

The currently ongoing ECRP-II was approved by the Cabinet on 8th July 2021 for an amount of Rs.23,123 crores. The scheme aims to accelerate health system preparedness for immediate responsiveness for early prevention, detection and management of COVID-19, with the focus on health infrastructure development including for Paediatric Care and with measurable outcomes.

The scheme is a Centrally Sponsored Scheme (CSS) with some Central Sector (CS) components. In order to ensure implementation of critical activities at the State/District levels to prepare the public healthcare system in response to the evolving pandemic, 50% of Central Share of Resource Envelope of the State/UT, has been released in-advance to the States/UTs.

Under the above package, Rs.6075.95 Crores has been released to the States/UTs through National Health Mission (NHM) during FY 2021-22.

The state-wise details of amount released to all the States/UTs during FY 2020-21 and FY 2021-22 is placed at Annexure. Rs.516.43 Crores has been released to the State of Bihar under ECRP-II.

The scheme is currently under implementation by the States/UTs.
