Question : Spectrum Policy

(a) whether the Government is considering changing the formula for calculating the total bandwidth in a circle and the move will effectively relax spectrum holding limits and boost consolidation in the intensely competitive sector;

(b) if so, the details thereof and the reaction of various stakeholders thereon;

(c) whether the airwaves which are returned by any telecom company and those which are released by Departments such as Defence Ministry should be used calculating spectrum cap levels;

(d) if so, the details thereof and its likely impact on telecom services; and

(e) the other steps taken to liberalise the spectrum policy?

(a) to (d) The recommendations of Telecom Regulatory Authority of India (TRAI) on the issues relating to applicable spectrum cap have been received. These recommendations are under consideration.
(e) The guidelines for liberalization of administratively allotted spectrum in 800 MHz and 1800 MHz frequency bands have been issued.
