Question : IMPLEMENTATION OF MSDP



(a) the areas identified for implementation of Multi Sectoral Development Programme (MSDP) and the programmes/schemes undertaken since its inception along with the targets set/acheived during each of the last three years and the current year, State-wise including Andhra Pradesh;

(b) whether the Government has restructured the programme to cover more blocks/districts in the country;

(c) if so, the details thereof and the infrastructure created/funds allocated/spent under MSDP during the above period;

(d) whether the Government has received complaints regarding irregularities in implementation of MSDP in various districts of the country and if so, the details thereof and the action taken by the Government thereon;

(e) whether the Government has set up/ proposes to set up any committee for effective implementation of minority specific development plans; and

(f) if so, the recommendations made by the said committee and the reaction of the Government thereon?

(a)to (c): The Multi-sectoral Development Programme (MsDP), was launched during the year 2008-09 in 90 identified Minority Concentrations Districts (MCDs) to address the development deficits by creating socio-economic infrastructure and providing basic amenities. The programme has been revamped in 2013-14 for better focusing and better targeting on minorities. A total of 710 Minority Concentration Blocks and 66 Minority Concentration Towns falling in 196 districts have been identified for implementation of the programme during 12th Plan period. The programme being Centrally Sponsored Scheme is implemented by the States/UTs. Complying with the guidelines of the MsDP, projects relating to focus areas of education, health, skill and drinking water sectors based on local requirements are submitted for implementation by the States /UTs. The State wise details including that of Andhra Pradesh regarding infrastructure created/funds allocated and spent under MsDP during last three years and the current year are at Annexure-I and Annexure-II respectively.

(d) Multi-sectoral Development Plan (MsDP) is a Centrally Sponsored Scheme and is implemented by State Government/Union Territories through different implementing agencies under their control. No case of alleged irregularities and corruption in the implementation of the schemes for persons belonging to minority communities have been brought to the notice by any State Government or UT Administration. However, public references on implementation of Schemes received in the Ministry, from time to time, are forwarded to the State Government/UT Administration for appropriate action.

(e) to (f): As per the guidelines of the MsDP, the State Govt./UTs are expected to constitute the Block Level Committee (BLC) to formulate and monitor the programme at the block level. The District Level Committees and State Level Committees, constituted for implementation of the Prime Minister’s New 15 Point Programme, also consider the project proposals prepared by the BLC and recommend them for consideration by the Empowered Committee at the Central Government level.
