Question : Agricultural Land Damaged by Floods

(a) the details of the extent of agricultural land damaged by floods in the last three years, State-wise and year-wise;

(b) the details of the estimated damage to agricultural output as a result of flooding during the said period, State-wise and year-wise;

(c) whether the Government plans to provide special aid to farmers losing revenue due to flooding;

(d) if so, the details thereof;

(e) whether the Government is drawing up plans to address the impending damage to agricultural land and losses to farmers/workers as a result of the growing rate of flooding each year; and

(f) if so, the details thereof?

(a) & (b): As per the information provided by Ministry of Home Affairs (MHA), details of crop area affected due to flash floods/floods/landslides/ cloudburst etc. during 2018-19, 2019-20 and 2020-21 (as on 10.09.2020), as reported by the State Governments, are given at Annexure-I.

(c) to (f): The primary responsibility for disaster management rests with the State Governments. The concerned State Governments undertake relief measures in the wake of natural disasters from the State Disaster Response Fund (SDRF) already placed at their disposal in accordance with Government of India approved items and norms. Additional assistance is extended from the National Disaster Response Fund (NDRF) as per established procedure. The assistance approved under SDRF/NDRF norms is provided in the form of relief.

In addition, the Government of India is implementing Pradhan Mantri Fasal Bima Yojana (PMFBY) and weather index based Restructured Weather Based Crop Insurance Scheme (WBCIS) from Kharif 2016 to provide financial support to farmers suffering crop loss/damage arising out of natural calamities, adverse weather incidence and to stabilize the income of farmers. Crop insurance is a financial tool to insure the crop losses on payment of admissible premium to the insurance company.
