Question : National Literacy Mission

(a) whether the Government has terminated services of literacy personnel who were
appointed on contract basis under the National Literacy Mission (NLM) since the year 1999;
(b) if so, whether the Government proposes to re-instate services of said personnel or to
accommodate them in other works;
(c) if so, the details thereof;
(d) if not, the reasons therefor; and
(e) the total number of employees engaged under the said Mission across the country
including Jharkhand?

(a) to (d) No Madam. Under the Centrally Sponsored Schemes of National Literacy Mission
(NLM) namely Continuing Education Programme (CEP) and Saakshar Bharat Programme,
there was a provision for the State Government/UT Administration to engage two village coordinators
in each Adult Education Centre (AEC) set up in a Gram Panchayat. Government
of India has no role to play in the engagement of village co-ordinators.
In order to improve the literacy rate, the scheme of Saakshar Bharat was implemented
in phased manner since October 2009 in the rural areas of 410 districts in 26 states and one
UT that had adult female literacy rate of 50 percent and below as per Census 2001, and
including left wing extremism affected districts, irrespective of their literacy rate. The scheme
was extended upto 31.03.2018. A new Scheme of Adult Education is under consideration.
(e) A statement indicating State/UT-wise number of preraks sanctioned under the Saakshar
Bharat programme including Jharkhand is annexed.
