Question : EXPENDITURE ON EDUCATION



(a) whether any assessment of the requirement of funds for implementing a comprehensive agenda for education reforms has been made;

(b) if so, the details thereof;

(c) whether the Ministry of Finance agreed to provide the required funds for education reforms; and

(d) if not, the details of the sources through which the remaining amount for educational reforms is likely to be provided?

(a) to (d): No sir. A token budgetary provision of Rs. 40 crore has been made for the educational reforms’ schemes like Establishment of Educational Tribunals, Establishment of an independent Accreditation Authority in the annual plan 2010-11. Several schemes are, in addition, being implemented by University Grants Commission (UGC) and All India Council for Technical Education (AICTE) including for Faculty Development, Setting up of Inter University Centres, etc. which contribute towards academic reforms. The plan allocation of UGC & AICTE during 2010-11 is Rs. 4390 crore and Rs. 220 crore respectively which includes funds for the schemes meant for implementing reform agenda.
