Question : Rights of Indian Citizens Abroad


(a) the details of the rights of Indian Citizens in other countries;

(b) whether there is a need to ensure the protection of rights of Indian Citizen in other countries; and

(c) if so, the steps taken /proposed to be taken by the Government in this regard?

(a) to (c) The rights of Indian citizens in other countries are governed by the laws of those countries. The functions of Indian diplomatic Missions and Posts abroad include taking appropriate measures to safeguard the rights of Indian citizens in other countries and to ensure their well being and welfare. The Government attaches utmost importance to this aspect of the functioning of the Indian Missions and Posts abroad.

The Government has taken various measures for the well being and welfare of Indians abroad, including inter alia, the safeguards under the Emigration Act 1983 which protect workers going to Emigration Check Required [ECR] countries; the MADAD portal for registration and redressal of grievances; Pravasi Bharatiya Bima Yojana insurance scheme for workers going to ECR countries; voluntary pre-departure orientation training to Indian workers; the Indian Community Welfare Fund established to help Indians in distress; and Labour and Manpower Cooperation MoUs/Agreements with all the six Gulf Cooperation Council [GCC] countries.
