Question : Production Linked Incentive Scheme

(a) whether the Indian apparel industry needs to focus on vertical integration to increase its scale and size and to benefit from the Production Linked Incentive (PLI) scheme;

(b) if so, the details in this regard;

(c) whether the Government proposes any road map/action plan for such integration of Indian apparel industry;

(d) if so, the details thereof;

(e) whether the Government has made any assessment of the success achieved so far under the Prime Minister Mega Integrated Textile Region and Apparel scheme in the country; and

(f) if so, the details thereof, State-wise, particularly in Odisha and Maharashtra?

STATEMENT REFERRED TO IN REPLY TO THE LOK SABHA STARRED QUESTION NO.*284 FOR 23.03.2022 REGARDING PRODUCTION LINKED INCENTIVE SCHEME ASKED BY SHRI CHANDRA SEKHAR SAHU & SHRI RAHUL RAMESH SHEWALE
(a) to (d): Production Linked Incentive (PLI) Scheme for Textiles has been launched to achieve size and scale and to become competitive in MMF Apparel, MMF Fabrics and Products of Technical Textiles. As per the selection criteria under PLI scheme guidelines, companies investing in integrated weaving & processing or fabrics to garmenting shall be given higher weightage than those which invest in single segment only.

Last date for receiving PLI applications was 28th February, 2022.The applications received are under scrutiny for consideration by Selection Committee.

(e) & (f): In addition, Government has approved setting up of 7 (Seven) PM Mega Integrated Textile Region and Apparel (PM MITRA) Parks in Greenfield/Brownfield sites to develop world class infrastructure including plug and play facility with an outlay of Rs.4,445 Crore for a period of seven years upto 2027-28. The Scheme focuses on development of a large area which is envisaged to become a fertile ground for carrying out textile sector business activities by all the players of entire textile value chain.

All State Governments were requested to send proposals alongwith Preliminary Project Report to the Ministry for consideration under PM MITRA scheme.

A total of 17 Preliminary Project Proposals have been received from the following State Governments indicating the interest from States to participate in the Scheme. The proposals are under scrutiny for consideration by Project Approval Committee. The details of the proposals received in the Ministry are as under: -
